ENGLISH NEWS.

BY SPECIAL TELEGRAM. The South Australia arrived at the Bluff yesterday with the English mail. There was a change of Ministry inEuglaud, Lord Derby having become premier. War had broken out in Europe between Prussia, Austria, and Italy. England would remain neutral. Garibaldi has been defeated and wounded. The commercial panic in England had greatly subsided, and business had resumed its wonted course. The European Congress has been refused. Venetia is to be ceded to France. The price of wool has declined 2|d. per pound. The Princess Helena is married. The Great Eastern has sailed with the Atlantic cable, and great hopes are entertained of success. A great Reform Meeting has been held in Trafalgar Square, to force the G-overnraent to cany the Reform Bill in its entirety. The public feeling is becoming more enthusiastic in favor of reform, and it will probably become more powerful and intense in consequenee of the refusal of Lord Derby to carry out the measure introduced by his predecessors in office. The consolidated bank has been re-opened. It is said Russia will remain a passive spectator of the Avar between the German States, so long as England and France adhere to the neutrality they now profess. Lord Chelmsford is Chancellor of the Exchequer. The French fleet sailed for Venetia on the 16 % th July. The war between Prussia and Austria is characterised by great bloodshed. Hitherto the advantage has beeu on the side of Prussia. An attempt was made to carry on negotiations iu favor of peace, but the attempt was unsuccessful. The American news is unimportant. There has been another insurrection iu Spain, which the Government suppressed, but not without sacrificing 1000 lives.
