SCATTERED THROUGH EUROPE: NATIONAL SECURITY ENDANGERED. BY ARMY ECONOMY. (Received 9.20 a.m.) LONDON, April 8. Lord Haig, in accepting the Freedom of the City of Leicester, referred to the cutting down of the nations' insurance against foreign aggression, declaring it to be short-sighted policy to secure immediate economy at the price of national security, when the seeds of war were scattered throughout Europe. He pleaded for a strong territorial force,—A. and N.Z.
