Mr Newman reoeived a vote of confidence at his meeting aS Rongot-ea aud delivered an interesting address ou the work of the session to his I constituents, We apree with him that the second ballot is uot the host way to get at the object it desires, via., to secure an absolute majority, nevertheless was it quite fair to object to the Ministers taking part in the seoond ballot campaign in the Rangitifeei without mentioning that they hud not done so uutil the leader of the Opposition took the field? The admission that it was the defeat of Mr Hockley that confirmed his belief that the seuond ballot was a bad system was, however, naif. Mr, Newman was on sore ground iu joining with all thoughtful men in the Dominion in support of compulsory training. Ttie oritioi&m of thb Lands Settlement Finance Act and the Loans to Local Bodies Aot was mere criticism of detail and did not eft'eot the principles of those two most admirable measures-two of the best measures introduced by any Government in the Colonies. It is diffioult to.see how it can be unwise to require sinking funds, or how it oan be unwise to interest all the partners in a purchase in its sucoess, though Mi Newman apparently overlooked the toot that the Premier recontly declared that the present Aot does not provide for joint and several liability on the part of the co-partners where one tails to fulfil his obligations, as Mr Newman apparently impliod. With regard to tho inoreaso lu the publio indebtedness' it is always neoessary to remember what that increase consisted of and when it is pointed out how much it is made up of land purchases .and advancoß to settlers and looal bodies and tho like and the inoreased security as well as the inoiease of industry thus brought about it is evidont that the mere figures tell nothing. No one would have much ohanoe to-day who oarried his criticism of these things to tho extent of attempting their repeal.
