The Ferment Increasing
Reform Commission Set Up.
Received February 6,12.6 a.m. St. Petkesbtjkg, Yesterday. '..< Pour hundred thousand men have' struck between Gosnowice and Granica. The ferment in the vicinity of the German frontier is increasing. Hundreds of women and children ara daily entering Germany. A ukase has been issued appointing Saburoff to preside over the commission to reform the senate and frame laws. Tho local administration courts have been instructed to hasten this labor. The Czar has sanctioned a committee including a representative of the chamber of trade. Manufacturers and the Workmen's Mutual Accident Insurance Associations, to draft State Insurance for workmen laws.
