"The Open Eye." London, Saturday. Hon. George Wyndham. speaking at "a banquet of the Conservative Association, declared his belief that Mr Chamberlain had "impressed ourselves and our brethren of the colonies with a sense of Imperial responsibility." Solidarity was sadly lacking when their opponents were in office. Those resisting inquiry into the oonimercial relations of. the Empire and foreign countries and questions of transit decried an open mind. Speaking for himself he objected to shut his eye, and boldly advocated the policy of the open eye,
