The American, Japanese, and British Ministers at Pekiu insist on seeing the Manehurian treaty before it is signed. Japan insists on receiving concessions equivalent to those granted to Russia, and is willing to go to war if the Powers will support her.
Prince Ching is more favourable to Britain than was Li Hung-Chang.
Sir Robert Hart, Inspector-General of Customs and Ports in China, states that the receipts from tho Native Customs for the payment of the Chinese indemnity are much below ex-
pectations.
