CONSTITUTIONAL HEFORM ASSOCIATION, WE, tho undersigned, believing the state of public affairs in this colony to be full of peril :—that the wnr nt present existing will cntnil additional burdens on the' people, already taxed to tho utmost limit : that the present excessivo taxation paralyses tho best efforts of the colonists, and prevents intending emigrants from coming to theso shores: and believing, also, that tho Colonial Government and tho General Assembly, as constituted, can neither legislate for, nor administer satisfactorily, the affairs of! tho colony— Hereby form ourselves into AN ASSOCIATION With the following objects in view . To return Members to the House of Representatives pledged to vote against war expenditure for the sub jugation of the native race. To collect and diffuse statistical information, and endeavour, by public meetings and all other lawful means, to induce the people of both Islands to petition her Majesty and the Imperial Parliament to revise the Constitution, and thereby obtain separate legislatures for the Northern and Middle Islands, with a Fodernl Congress for the establishment of a Customs Tariff; the maintenance of the public credit by payment of interest and sinking fund on Colonial Loans; the management of the Marine Postal Services; and providing for and conducting external defence, W.
