The public of Canterbury will 'regard with very general satisfaction the return of the Honourable John Hall in time to attend to: his duties as a iriember of the Provincial Oounollt But peculiar gratification will be felt at his assurance that this is not likely to be his last appearance in that character. Superintendents and Provincial Councils are not about to be extinguished by the Ministry of which Mr Hall is a member. There is no foundation for the rumours that a revolution is intended, or that the General Government purposes taking into its own hands all .the powers at present wielded by the. provincial authorities. We_are glad to learn this.on authority so reliable, and are quite willing to believe that the determined shewn to all such projects: has had the" effect of completely upsetting, them.; Of, one thing, we feel , quite sure —that after 'his emphatic disclaimer of such views, Mr Hall will be no party to any sudden, or underhand attempts to realise them! Difference? of opinion may be found to.exist with regard to the merits and. tendenies of the ; General Government Municipal Bill; but public attention has been so effectually called' to what its probable effects.might be, that we do not look forward to it with any great degree of alarm. Our representatives in the.General Assembly have had'opportunities 'of learning the sentiments of their constituencies,' and the means of communication with' the. seat of government at Wellington are 1 so speedy and so frequent; that it will.be altogether .impo'ssilile for the provinces There ; Is considerable significance in Mr Hall'sfrank acceptance of the terms of the : reply; to the Superintendent's address.' Let him accept with equal frankness-the many, indications given '■■ of a readiness to resign into the hands of the' Central Government and the 1 ' General Assembly, all purely legislative functions.
