SHEPPARD & CO., Late GOULD & MILES. Oct. 2, 1865. !872 TO THE ELECTORS OF THE MANDEVILLE DISTRICT.

GENTLEMEN, — Under the Limited Patronage Act it has become necessary that I should resign my seat in the Provincial Council. As my business avocations prevent my giving that time and attention to the duties your representative should do, I shall not again seek your suffrages. Allow me to return you my cordial and sincere thanks for the great honour you have done me during the last five years' by four times electing me as one of your members—an honour that I assure you will always be highly valued by me. At the same time I must express my great sympathy for the people on the island and banks of the Waimakariri, who are being ruined by the overflow of that river. I cannot think it a wise policy to allow a fertile and well inhabited district to be depopulated and destroyed. I trust the northern part of this province will continue to increase and prosper, and that its large and industrious population, its great agricultural interests, and its well-esta-blished good road to the West Coast Goldfields' will receive from the Government that attention it is entitled to. I am, Gentlemen, Yours truly, ROBERT RICKMAN.
