During the House of Commons Debate Mr Churchill, replying to Mr Molteno's question, explained that he referred to the delay incidental to joint action in military and diplomatic affairs hv the various alliei Governments who chare the responsibility.
(Mr Molteno asked Mr Churchill what lie referred to in his Trafalgar Day letter when he used the words: "Through our lon^ delays the enemy lias seized a new initiative in the Near East.")
