In the House of Commons debate, Lord Robert Cecil said it was essential to stop Germany's export trade^ and she would then be unable to pay for her imports. American statistics showed that we had stopped 96 per cent, of German exports. The blockade had been a great success, and, moreover, had been carried out without serious trouble with neutral Powers. Imports of cotton to Germany had practically ceased on June 1.
