HAWERA BOROUGH COUNCIL

The usual monthly meeting was held on Wednesday evening. There were present—The Mayor (Mr H. K. Whittington), Councillors Bone, Cumming, Morrissey, Reid, Jones, Stevens, and Goodwin.

A letter was received from the Hawera County Council stating that the. borough workmen were breaking up a portion of a Glover road, in the county, and asking why the county road had been disturbed without notification to the county.

The Town Clerk replied that lie regretted, that owing to an oversight, formal notice was iiot sent to the County Council previous. to the commencement of operations. .

The Health Department wrote suggesting that the borough should make arrangements with the Stratford and Hawera' Hospital Boards for the services of Inspector .Gray as inspector of plumbing in the Hawera borough. With regard to the borough inspector qualifying, there would be no . difficulty in this, provided he sat for the examnination of the Royal Sanitary Institute for Inspector of Nuisances.

GENERAL COMMITTEE

The committee submitted the following recommendations: That Mr Brant (Patea) be appointed head slaughterman at the abattoirs; that the Reserves Committee go through conditions forwarded by the borough solicitor and call for tendei's for lease of part section 5, block 19, Princes street; that less-* to A. M. 'Conroy be executed 011 behalf of the Council; that the action of Works Committee in ordering 10.000 gallons of tarvia be confirmed; that the clerk's action in arranging to take up f"rtber £4000 of loan moneys this > month,, be confirmed; that M." Barraclough's offer for grazing of snorts ground (sheep only) for one year be accepted; that for the present no charge be made to the county council for water supplied to offices; that the Mayor and Cr. Morris?sey be a committee to confer with the Automobile Association as desired; that the sale of sections adioining Surrey street extension be held over for the present; that the action cf the chairman of the vWorks Comniittee. in accepting lowest tender (Hnrre 1! Bros.) for two drays, be confirmed; that Crs. Morrissey. Goodwin, and Hntchinson be authorised to purchase two horses; that High streei east be kerbed and channelled next; that in order to save delay occurring between the meetings, the matter of deciding where kerhins; and ohannefling is to proceed Ke left in the hands; of the chairman of the -Works Committee and the engineer; that the question raised by* the inspector relative to certain -drivers not being ,;cbmpelled to sfep: on reanest, be Referred t-o the Borough ; solicitor • thftt Crs. PARK COMMITTEE

The Park. Committee recommended that the1 Park,' Tennis Club be granted the use of grounds as before, and also the use of pavilion at sports ground for dressing rooms; that the Defence Rifle Club be allowed* use of sports ground (or new; hockey ground) for drilling purposes. :

WORKS COMMITTEE.

Mr Murray, surveyor, attended the meeting of the committee and produced plan in respect of Princes street as to kerb lines, . encroachments, and "after discussion the matter was referred to the borough solicitor for an opinion; the committee recommended that a further coat of tarvia be # puff on Collins street. RESERVES COMMITTEE.

The Reserves Committee reported having accepted the tender of W. Journeaux for lease of section next to the hospital! They decided that the cemetery section be offered for lease by public auction, for a term of three years; but the Council to have the'right to' determine, the tenancy or take portion of land if required for cemetery or other purposes. As a result of a ballot, Messrs Osborne and Turnbull were appointed auctioneers. ;

ENGINEER'S REPORT,

The engineer reported as1 follows:—;■:! " Tarviating Loan .^-Pending arrival of tarvia this work has had to be held over. The tarvia has been delayed much beyond, the expected time of arrival, and unless it comes shortly, arrangements may have to be made to get some other similar preparation temporarily. Kerbing and Channelling Loan.—The concrete kerbs and channels of Union street, are now completed at a cost of £318, or £5 3s per chain. The concrete culverts are. being replaced without cost to the proprietors where of concrete, but at their cost where of wood. Sewer Extension Loan.—Argyle street north, sewer has been completed at a fv>st of £6 lls per chain. Allowing £2 10s per chain for the manholes, which are not completed, the cost should come to about £9 per chain. Th& sewer in the South roa3, from Victoria to Mornssey street is completed, at a cost of £6 16s per chain. The sewer in Argyle street south is in course of construction Asphalt Footpaths Loan.—This work has been commenced in Union street, and will now lie steadily proceeded With.

_ Disraeli street formation is approaching completion. . ,

JSTelson Street Metalling.—This work is. completed at a cost of £69, or £5 per chain.

Tar Painting Collins Street.—Collins street lias received one coat of tar at a cost of £60, or £1 2s per chain, or 2d per square yard.

Water Tower.—-The land around the water tower has been levelled at a cost of £13. .

.Sundry.—Among work don© during the month are the examining of flushing chambers, painting of Waingongoro pipe bridge, now gate at sports ground, sewer connections in Victoria street, Milmoe and Collins streets, and water connections in Milmoe, High., Collins, George, and Grey streets.

POTJNDEEEPER'S REPORTMr. W. • Davidson reported that there were impounded ,in the local pound fox* the quarter ended September

30, 14 horses, 3 bulls, 19 bullocks 23 cows, and 5 sheep, a total of 64 head of stock. i INSPECTOR'S REPORT. ' I Inspector Pettitt reported having made 307 inspections during the month and to having found the sanitary conditions very satisfactory. He drew the attention of the Council to the fact that there was no provision made in the by-laws whereby he can charge a person for not stopping when requested to do so, when such person was drivj ing a trap. Such a provision was made ' for every other class of vehicle. There j was a decided improvement in the street traffic, and he expected shortly to have very little difficulty in getting people to conform" to the by-laws. TARRING VICTORIA STREET. The Borough Engineer reported that Victoria Street would benefit by a renewal of the surface tarring. If sui--faced with gas tar the cost would be about £54, with British tar £67 and with tarina about £90. j The Engineer recommended the mii stallation of an automatic-starting electric apparatus for operating the sewage pumps on Glover road The cost would be about £12. CEMETERY COMMITTEE.

The Cemetery Committee lecommended that portion of the new section recently added to ' the cemetery be ploughed, harrowed, rolled and made uniform, and grassed; also tiiat the committee have the power to direct the caretaker to level down any graves that are not. attended to or are left in a rough condition.

' Previous to commenoing the usual business, the Council heid a special meeting to strike rates tor the coming year. The Town (Jierk read the proposed rates, as already published. ; The Mayor formally proposed that the rates as read be those fur the coming year. This was seconded by Cr. Morrissey and passed. i The Council went into committee to consider certain business matters. On resuming, it was reported that the tender-of Mrs. R. Hutchinson be accepted for the tea kiosk at King Ed- , ward Park, and that, in connection with the "accident to a borough employee, the question be referred to the Finance Committee to confer with the I Town Clerk, and to report as. early as possible

CARPENTER

The Engineer sam ttiat though at present tftere was sufficient work to keep such a man employed, it was questionable whether this would always be the case.

CEMETERY

Cr. Morrissey referred to the money being spent ion the /cemetery. Kg said that though a fairly large Amount was being expended, it w."s all useful and necessary. Cr. Reid referred to the footoath leading to the hospital, and said tfaa-t, an improvement was necessary. ' . Ha suggested that the boxthorn be, taken out and an ornamental hedae planted. Cr. Morrisjsey agreed that something must be done, and thought that the surveyor should look into the matter. KERBING AND CHANNELLING. The Mayor said that h© would like to state the reason that work iri Princes Street North had been held up/ For. the benefit of the residents he would say that there was difficulty in deciding tne line of the street. The work would, however, be • put in hand as early as possible. . .. .- " *

IMPROVEMENT ""HUND WATER-

TOWER

The Mayor,, suggested that the Works and Tower Committees confer reference to. the main gates, and to the public conveniences to be erected near the tower. , .-. • .
