Hutobison'a Town Districts Bill, giviDg town districts which are not large enough to become municipalities power to control their own affairs, passed its seoond reading. The Premier and others opposed the oreation of any more local bodies. Major Steward's Coroners' Influests Bill, providing for payment of jurors, passed the second reading without debate. Mr Hone Heke'a Native Rights Bill, giving home rule to Maoris was discussed till the supper adjournment, members unanimously condemning it as impiacticable. After supper there was a oount out, only fifteen members attending, and the bill was killed. The House rose at 11 p.m. The Foreign Companies Insurance Deposits Bill, which is another of the Government financial measures, provides for oasb or approved securities being lodged with the Public Trustee by foreign assurance and insuranoe companies. The deposits exacted from foreign life assurance oompanies is £50,000 ; from foreign fire and marine insurance oompanies not lees than £5000, nor more than £10,000, according to the business done ; and from aocident companys, the same amount. Foreign companies with limited liability are not to be permitted to oarry on life assurance bueinees.
