HOME AND FOREIGN. London, April 30.—The Russian Government ia preparing to mobilise the whole of her army and navy. A message from Hong Kong states that the Japanese massacred the gar* rison at Pescadores on occupying it. It is reported that Germany has proposed to Italy to prolong the triple alliance for six years. The Government will introduce a bill this session providing for the principle of One»niau-one~vote in all elections. Members of both parties are surprised at itsiutroduetion and think it predicts approacding dissolution. Mr Balfour says that Harcour's Lfl' cal Veto Bill is an injustice to the publicans,and agreat hardship to moderate drinkers, and will not promote the teni' perance cause.
