WEST INDIES AGREEMENT.

Ottawa, April 30. The West Indies agreement was discussed and the third reading was carried. It was announced that all the West Indies had agreed to_enter the agreement, with the exception of British Guiana. The contract of the new steamer service to the Indies will not permit calls at American territory.
