Tiros the Otago Trades and Labour Counci' heads a circular issued from Dunedin as a counter-irritant to the advocacy of the policy of population before the Imperial Trade Royal Commission. The circular informs the world at large and the Labourite so small that no question is of more importance to the workers of NewZealand than the proposal to import labour, and adds, that few questions have occupied so much prominence recently. "The Otago Trades and Labour Council,- therefore, deems it necessary in the interests of the workers to make a public pronouncement on the proposals to import labour into New Zealand. The proposals affect every man and woman, and, judging from the utterances of those supporting immigration, the children as well." The franiers of the circular are not very particular in stating their case. Thus: "Population has been attracted from the. Old Land to New Zealand for some -years. All the time the necessity of having more population has been emphasised. Yet in spite of this alleged necessity, a very large proportion of the immigrants have been compelled to leave our shores for Australia. And so the net results is that' our population sains have been L relatively small." What is the fact? Simply that a very large number of Australians come over to New Zealand every time there is a slump, a drought, a dearth of work, or some other .misfortune which is ever and again happening on the other side of Tasman Sea. Then when the prospect brightens over the Commonwealth horizon, the Australians go back home; or, when end-of-the-year and Eastertideholidays happen along, we experience the exodus again. It is a fact that every boat steaming from New Zealand for Australian ports during the past two months have carried their limit of passengers. But. those emigrants will come back again. They know a good country, once they havelived in it.
