Manila, July 3
Four thousand American troops are in tbe hospitals at the Philippines. Tbey are disconraged and overworked, and they complain of being badly handled in tbe operations against tbe Filipinos There is a general outcry against Russell, and Algar, the American Secretary for War, at the conduct of the affairs of the War Department.
