DIFFICULTY OVERCOME

One of the main hurdles confronting the security conference was successfully overcome yesterday with the unanimous adoption by the regional arrangements committee of the revised text of section C, chapter Eight, of the Dumbarton Oaks draft.

The revised text was the outcome of protracted negotiations between the United States and the other sponsoring Powers'and the Latin American countries who have shown a solid front in the determination to preserve intact the inter-American security system based on the Act of Chapultepec and reduce to a minimum the jurisdiction, of the new world organisation over disputes in this hemisphere. Senator Vandenberg is credited with a large share of the responsibility for the American proposals for linking regional with world security i arrangements on which the final draft was substantially based. The new text, if it not altogether dissipated, has at least relieved the fears of those who saw in the overemphasis of regionalism a grave danger of seriously undermining any effective world structure. Thus it is agreed that the unanimity with which the American proposals were adopted is in no small measure due to the fact that, despite the larger role given to regional arrangements, the supremacy of the world organisation is in no way sacrificed.
