PLANS OF MR. TRUMAN

' President Truman, in a letter to Congress, asked for permanent authority to reorganise the executive branch oi' the Government in order "to make it more businesslike and efficient." He said the War Powers Act, 1941, which empowered the President to make adjustments to meet the needs of the conflict, should be replaced by peacetime legislation of equal scope. Many wartime agencies will automatically be abolished when the War Powers Act expires six months after the war, while other agencies will revert to their unsatisfactory pre-war status. It is imperative that the President should have authority to make adjustments continuously if the structure of the Government was to be reasonably wielded and manageable. The legislation would give Congress the necessary powers over the President's actions since a majority vote of the two Houses could nullify any action not meeting their approval. Congress cannot consistently criticise deficiencies in the administration if it denies the President the means of removing the causes at the root of such criticisms.
