David Mitrany, professor in the Institute for Advanced Study, Princeton, NJ tells us in his pamphlet, The Road to Security.' a stimulating commentary on the Dumbarton Oaks proposals' ''The American Government and Congress have to face a. deep and old core of traditional isolationism and an innate reluctance to embark . upon changes of policy which must inevitably bring with them a change m the constitutional balance between Presi : dent and Congress. ... We should not be impatient if the discussion takes a turn we do not altogether like.' Such reflections emphasise the need for sympathetic understanding of other countries' problems. They are a warning, too that the new world organisation cannot succeed unless it has behind it a strong, tolerant, vigorous, and enlightened public opinion. To help to create this is the privilege and the urgent task of every branch of the union in New Zealand, and particularly the Wellington branch, with its strategic situation in the capital city.
