SWEDES UNDER ARMS

(Received December 6, 11 a.m.) LONDON, December 5. •An Oslo message says Norway has invited Sweden and Denmark to confer on the Russo-Finnish crisis on December 7. It is officially stated that the ScindinavUn countries must discuss all means to get peace negotiations. They assume that this also was the basis of Finland's appeal to the League.' As a result of increasing alarm, Sweden for",. the first time has ad* mitted officially the partial mobilisation. Forty thousand troops have been called up, including artillery and engineers, making the total under arms approximately 150,000. The normal total is 20,000. A message from Stockholm states that a reconstitution of the Swedish Cabinet by a coalition is expected in a few days, but many forecast that the Government will not survive a month and will be forced out by an organised movement in which the leaders of all sections will co-operate in favour of supporting Finland. Then a new Government, pledged to aid Finland, will assume the reins. Seventy per cent, of the population of Sweden favours active intervention;
