SAFETY OF SHIPS
PAW-AMERICAN PATROL
NO EXERCISE OF FORCE

WASHINGTON, November 3,
The Secretary of State, Mr. Cordell Hull, stated that the purpose of the Pan-American safety zone patrol is solely to secure the fullest information. The activities were restricted to the area, and did not involve "the exercise of force on the part of any American Republic."
Anticipating an early ban on American ships entering belligerent ports, United States lines are rushing the liners Washington, President Roosevelt, and American Farmer to sea before noon. All sailings for Europe have been advanced as much as five days.
