London. —The Ankara correspondent of the Associated Press says that the Prime Minister, in a :ommunique, said the SovietTurkish talks had failed because ;he Soviet raised proposals dif'erent from tho£e previously ngreed upon, including^ proposals incompatible with Turkey's comnitments to England and France, and therefore contrary to the interests of Turkish security.
