OBSERVATION AND SUPERVISION

United Press! Association—By Electric Telegraph— Copyright. (Received July 15, 11.40 a.m.) LONDON, July 14. The British Government's proposals, prepared at the request of the Non-intervention Committee and aiming at closing the present gaps in the control scheme and enabling the policy of nonintervention in Spain to he continued, were communicated today to the representatives in London of the 26 other Powers which are parties to the Non-Intervention Agreement. The proposals provide that the naval patrol be discontinued and replaced by the establishment, with the consent of both parties in the civil war, of international officers at Spanish ports. _ They also provide for observers on ships visiting Spain, for the immediate restoration of supervision of the land frontiers, for all Governments to recognise belligerent rights at sea for both the Spanish parties, and for all foreign nationals to be withdrawn. Britain seeks an authorisation to enter immediately on discussions with both sides in Spain.
