In the face of a report by two City Council officers that "it is extremely doubtful if a site for a bath is available in Ngaio Reserve," the attempt of seven City Councillors to make the council approve of allocating £2800 for such a bath seems to be illogical. If the ground is sufficiently boggy and weak in foundations to make it doubtful whether a bath is practicable—and the report of the officers goes as far as that—to suggest that £2800 is only an'instalment, and that more money may be added later, is no answer to the objection. No amount of money would cure the incurable. Whether a bath in the Ngaio Reserve can hold water or not, the case presented by the affirmative seven is not capable of holding water; and the right decision, to refer the matter back, would be a matter for congratulation were it not secured only on a casting vote. The fact that the challenging report came down at the eleventh or the thirteenth hour is another question. Who is to blame? Arc there other engineering projects, more or less advanced in council or committee, and only wailing for an expert challenge?
