LONDON, July, 20.: The Brussels correspondent of tli.e "Daily Mail" states that for six months. King Leopold will direct the financial, economic, and social life of Belgium, governing on his Ministers' advice by decree. There is some misgiving at granting such powers, but it is felt that a defeat of the Government-at the present juncture would onlyadd to the existing confusion.
