Neville Chamberlain) 'said that with unemployment -moving, downward as at present, . there was every prospect that the . unemployment insurance fund was going to. save a substantial surplus after paying debt charges and after the restoration of the economy cuts. . !■,"•.■
Under the provisions of the Unemployment Bill, the disposal:of that surplus was not in the hands of the Government, but of a Statutory Committee. . It was within the power of the committee to recommend, if it thought fit, that there should be a reduction of contribution.' It seemed ■to him fairly clear that there would be a surplus which would allow' of the committee making some recommendation of that kind.
