A NAVAL NECESSITY

JAPAN UNTOUCHABLE
I United Press Association—By Electric Telßerapli—Copyright. LONDON, May 1. Sir Roger Keyes, in the House of Commons, in condemning the London Treaty of 1931, declared that Japan attended tho' naval conferences with her tongue in her cheek.
He added: "I tell you, as a naval man, that Japan is untouchable. We must have a base at Singapore to protect Australia and New Zealand, and I thank God we shall have it in two years' time. •■ The battle of the Navy must be fought out on the Downing Street front against- the Treasury and against the Government. The Air Force, Army, and Navy must b& brought up to a proper defensive standard."
