Baslo discussions, states' "The Times," all indications lead to the conclusion that, unless the demand for political guarantees :is abondoned, there will result a complete impasse which will imperil the whole economic stability of Europe. The "Daily Herald" says that Franco has put up her terms. She now demands the disbanding of the German "Steel Helmet" organisation. According to a Berlin message the German Government is reported to have advised the United States of Germany's willingness to suspend the construction of the second "pocket" battleship; if the other nations will make similar concessions.
After Mr. Montagu Norman, Governor of the Bank of England, had returned from Basle, a secret meeting of the leaders of the money market was held at tho Bank of England. The main question facing the German Government is the question of the monthly instalment of £33,000,000 on the unconditional annuities, duo to bo deposited in the International Bank today. France has so far maintained that this must be paid. A farther message from Berlin states
that the Council of the Beicksbank has announced that it has allocated £30,----000,000 to business houses for week-end wages. : ■ ■ - ■
