United Press Association—By Electric 'Xel«» graph—Copyrigtet. , (Received 19th February, 11 a.m.)^ MADRID, 18iSi February. Admiral Juan Baptista Azriar, Captain-General of ttus Navy, ha 9 formed a Cabinet, including Count Romanones, Foreign Affairs; Senor de La Cierva,-Public "Works; General Berenguer, Army; Senor Rivera, Navy. All are prominent Monarchists. Though the, general impression is that Admiral Aznar's acceptance of the Premiership really means that King Alfonso has rallied the old gang to the aid of the throne, it is hoped that Aznsir will assure impartiality at the coming elections. The new Premier states that his aim is to re-esta.blish normal constitutional Government. The Ministry is really a coalition of all parties, except Republicans and Socialists. The strong man of the Cabinet will be Count Romanones.
