CHIANG'S AMERICAN ADVISER SAN FRANCISCO, 31st October. En route to "Washington, Judge Paul Linebargcr, legal adviser to the Chinese Government, has arrived here as a special envoy ■ of President Chiang Kai-shek to negotiate with the United States Government a loan of 1,000,000----000 ounces of silver, worth about 360,----000,000 dollars, to rehabilitate the whole of China. Judge Linebarger said that he trould ask Congress to authorise the loan on the basis of fifty years at 2 per cent.
