Police Commissioner Whalcn, addressing the Chamber of Commerce, said that the police had documents to prove that Moscow was directing Communist activities here, including plans for a nation-wide demonstration on Ist May. Ho promised to mako tho documents public within a short time, and warned them of tho seriousness of the Red menace. '
