NAVAL DEFENCE

dress given by Sir James Allen, M.L.C., before tho Wellington branch of the Now Zealand Historical Association, at Victoria College last evening. The address was on tho same lines as that recently delivered to tho Otago branch.of

Sir James Allcu, who was New Zealand Minister of Defence during the Groat War, pointed out that thore was a vital problom which arose out of tho growing dosire to reduco armaments and bring about peaco throughout the world. In hia opinion, reduction in armaments was a minor question when compared with the supreme issue of securing peace. If the latter could be won, then the armaments problem was solved. He also pointed out that if the right to declare a blockade were limited to occasions justified by international authority of some kind, then large reductions in warships would be possible. A vote of thanks was accorded to the lecturer.
