(Received 17th November, 11 a.m.) '■ RUGBY, 16th November. , The Court of Directors of the Bank of England have agreed to , recommend to the proprietors in April next that Sir Montagu Norman be re-elected governor for-the year ensuing in succession to Sir Cecil .' Lubbock. Sir -Montagu Norman will thus'be re-elected*for his tenth cousecutive year of governorship, an event without precedent. Until a few days ago Sir Ernest Harvey filled the position of comptroller of the bank.
