The reply-invites the United Statea to present specific instances in support of the statement that Japanese troops refused to protect the lives and property of the Inter-Allied railway inspectors. The reply assures the United Staves that the Japanese troops wil} extent! the'fullest co-operation. Copies of the Note have been sent to England, France, Italy; China., and Russia.
