A,report from. Vienna states that the Emperor Charles has accepted Dr. Seidler's resignation of the Premiership. Count Czernin is forming a new Cabinet. . (REDTEIi'S TELEGRAM.) LONDON, 22nd July. The resignation of the Austrian Cabi; n«t was due to the refusal of Dr. Seidler, who, has the support of the Germans and Austrian^, to accede to the demands of the Poles and the Slavs, who are. in the majority The defeat on the Piave, the German failure on the Mame, and the .economic distress in Austria are also factors in the situation.
