PROPORTIONAL REPRESENTATION
A lecture on voting under the system of proportional, representation wae delivered by Mr. G. Hogben, C.M.G., at tins week's meeting of the Khtmdailah Debating Society. Mr. Hogben commenced by quoting Burke'estatemenfc that a Legislature should be the express image of the nation. He then went on to show that British Legislatures fell far short of this ideal, and he attributed the failure to the present detective system of election. It was, possible under the present arrangement of single constituencies for I one party to have a substantial majority •of ©lectors in the country and yet to be returned to the Legislature in a minority. The Tasmarrian system of Proportional Representation, which he himself preferred, had recently been tried in the municipal election in Christchurch, with results that were absolutely fair to ail parties, but that could not have been obtained under the old method. Proportional Representation alone made it possible for the various parties in the Sfate iito be represented in proportion to their •numbers.
