PRAISE FOR MR. CHURCHILL

LUCID AND COGENT MEMORANDA. "REFORMS WILL IMPROVE ORGANISATION."

LONDON, 9th September. The Times praises the lucid and cogent memoranda of Mr: Churchill, First Lord of _ the Admiralty, and adds: "The Admiralty has often displayed a genius for effective administration and a native aptitude in evolving new organs as circumstances require for its conduct. The changes now announced follow in the line of this genius, which is a strong argument in their favour."
