LOCAL AND GENERAL _ ( In his report to Parliament the Public Trustee sets out an important innovation in the Public Trust Office, which will be of considerable interest to local bodies desiring to borrow money from the institution. In order to save the local bodies expense whenever they apply to the Public Trust Office for a loan under the Local Bodies Loans Act. the solicitor to the Public Trust Office will direct and supervise all the proceedings and draft all resolutions, debentures, coupons, sinking fund deeds, and other documents required, and will instruct as to the carrying out of the loan, and finally certify when all the proceedings ' are completed ; the fee for this will be 2s 6d per £100 on the amount of the loan, and the local body will thus be in a position to know from the outset what the cost of raising it will be. The only other expense in addition to this will be the cost of advertising and the cost of printing. There is to be no military display in connection with the observance of Dominion Day next Monday week, 23rd September. A substantial decrease is shown in the Customs revenue collected in Wellington last week, when compared with that of the corresponding period last year. The figures are: 1912 2 £10,446; 1911, £23,406. The total amount collected in Wellington for the past eight weeks Was £107,225, compared with £140,332 last year. A request for a branch library at Kilbirnie was presented to the Libraries Committee of the City Council yesterday afternoon by & deputation headed by Mr. J. J. Clarke, who put the case for residents who were subjected to considerable inconvenience and expense in having to go to the Central Library to get their books. Ho suggested that accommodation might be found for the Kil* birnie Library in the new dressing-shed the Corporation proposed to erect at the recreation ground. As to subscribers he himself would guarantee a dozen, and | the other members of the deputation would make themselves responsible for the complement. In reply the Mayor said that the whole question of the distribution of library books to the outlying districts required consideration, and 'that was the opinion of the chief librarian, who the application of the Kilbirnie ratepayers. The difficulty was that if the Kilbirnie claim was approved, other claims would come in from other districts. The committee would consider the matter and report to tlie council.
