.Q. REFERENCE IN THE KING'S SPEECH. LOYAL DEMONSTRATION ACKNOWLEDGED. By Telegrapli.— Press Association.— Copyright. LONDON, 22nd December. The King's Prorogation Speech discusses the crisis in India and the exceptional deterrent legislation which is now, piovided against conspiracy and against evil-disposed persons in some parts of the country ; but it acknowledges the demonstrations of loyalty evoked in all parts of India. This (the Speech adds) has justified the advancing of measures long under consideration for enlarging the share of the people of India in the administration. It is earnestly hoped that they will be received in the spirit of mutual trust and_ goodwill in which they are proposed.
