The Sydney Morning Herald throws coW water on the Sydney Exhibition proposal, while tho Daily Telegraph thinks it commendable and opportune. CHANGES IN THE FEDERAL CABINET. MELBOURNE, 23rd January. Mr. T. T. Ewing, Minister of Home Affairs in the Federal Cabinet, has been appointed to the portfolio of Defence, rendered vacant by Senator PL-iyford's defeat at the general election last month. Mr- Keating, hitherto a Minister without portfolio, becomes Minister of Home Affairs. (Received January 24, 10.26 a.m.) MELBOURNE, This Day. Mr. Maugher, honorary Minister, will represent tho Home Department in the House. RAILWAY COMMISSIONER APPOINTEDSYDNEY, 23rd January. The Chief Commissioner of Railways has been selected in England. Dent, general manager of the Great Southern and Western Ruilway of Ireland, 's the new Chief Commissioner of Railways.
