SAGHALIEN ISLAND.
Received September 21, 7.29 a.m.) PARIS, 20th September. M. de Witte, in the course of his interview with the Matin representative, remarked: "President Roosevelt first advised the acceptance of the repurchase of Saghalien Island, but later changed his opinion, as he found I was right. When President Roosevelt found that the Japanese were determined not to yield on the indemnity question he appealed directly to the Tsar, and secured the cession of half of Saghalien Island."
