[PRESS ASSOCIATION.] LONDON, sth September. The thirty-eighth annual Trade Union Congress has opened at Hanley, in Staffordshire. A resolution was adopted declaring that the time is ripe for great efforts on the part of organised labour, such efforts td be directed, firstly, towards obtaining increased representation in Parliament. The Congress passed a motion expressing appreciation of the efforts made on behalf of peace by Kifig Edward and President Roosevelt.
