My qualifications for tho position of your representative, apart from the r^ght of every elector to offer himself as a candidato for your suffrages, aro, I venture to hope, sufficient. For many years I havo occupied responsible positions in tho New Zealand Civil Service, ending with tho' appointment of Government Lifo Insurance Commissioner, and I havo since hold high business appointments in London and New York.
