M. DE PLEHVE'S SUCCESSOR.
AN APPOINTMENT MADE. [press association.] LONDON, 9th September. A Routor mejssago states that M. Mirski, Governor of Vilna, who was Assistant Minister of the Interior, undvr M. Sipiaguine (murdered on 15th April, 1902), has been appointed to succeed tho late M. de Plehvo as Minister of tho Interior. M. Mirski's appointment is regarded as a step towards cautious and liberal reforms.
