First-class Constable Edward Thomas How ell, late of Christchurch, attended before the Police Commission yesterday, .and said he represented the members ol (he Force with other delegates, Constables Thompson and Hutchinson. He submitted recommendations :md sii{,'<jestioiii> passed at a meeting of the Force, which, it was contended, if carried out would practically do away with the diseatisfsiction which at present exists... viz., that the classes in all ranks be abolished ; that the minimum pay of constables bo 8s per day and the maximum 9s, to be obtained by a rise of Gd per day for each five years' service up to 10 years, provided that in the meantime the constable had not misconducted himself, in which case the Commissioner bo empowered to retard him for a time in getting his rise ; that the promotion of constables to the rank of sergeant be left entirely to the Commissioner, the main points to bo observed in regard to promotion to be efficiency and length of service ; constable.", and sergeants tq be compulrorily retired al HO. They also though L that the prevuit system of compulsory insurance should bu abolished, and a pension scheme a.s siig<,'c.«tfid by Commissioner Tuubridge adopted in its sload; that the period of annual leave be allowed to accumulate to six weeks; free travelling on railways; a lodging allowance of 10s a week to married constables; a suit of uniform aud two pairs of boots to be allowed to all ranks every year ; cons=tabli\s permanently employed on plainclothes duty to be allowed is per day extra ; travelling allowance of Gs per day while on temporary duty to be granted; that constables on night duty be allowed time off in lieu of time spent in attending Court when they arrest a prisoner ; that sergeants and constables iv charge of stations be granted an allowance for light and fuel.
