Political cirolea in this city are much exercised over the Emperor's reproof to the German press, which, it is un1 derstood, was expressly intended as a hint to the Liberal organs. The latter have not been slow to retort, and some i scathing articles have been published by the > various papers, which exhibit a boldness of opinion unparalleled in the history of Berlin journalism during recent years. The exoitoi ment caused by the incident has been i heightened by the Emperor refusing to • ratity the eleotion of the Mayor of Kiel,' i who is a Liberal. ! 6th November. The German fleet on the East Afrioan coast has been direoted to re-occupy the German coast possessions in Zanzibar.
