The Prince of Wales has made a very liberal concession to his West-country tenants ; the rents of all his farmers on the Duchy of Cornwall estates are to be reduced 20 ber cent, per annum for three years dating from last Jkicliaelmas. I suppose few people know, or have taken the trouble to inquire, what was the value of the commissions of the officers who have lately lost their lives in the Zulu war. It will, no doubt, astonish a good many to learn that no less than £13,500 was lo3t by eight officers of the 24fch Regiment alone in the battle of Isandula, The health of the Emperor of Germany is in a most critical state. He has become subject to prolonged fainting-fits, and (as a well-informed correspondent writes) "may go off any hour." The festival at Berlin has been greatly curtailed, as it was manifestly impossible for the Emperor to have gone through the intended fetes. There is a good deal of misconception prevailing in Europe about the so-called " Nihilists." As a matter of fact they are nothing more nor less than the Russian Constitutional party ; that is to say, the party who want Russia to be granted a Constitution, a Parliament, and all the form 9of modern political life. The name of "Nihilists " is not one which the Russian Liberals have either created or adopted for themselves. Ib is merely a nickname upon them by the Court party. That the majority of the educated classes iv Russia are on the side of the agitators may be inferred from the social rank of many of the political offenders, as well as from the fact that the movement is every day gaining ground, instead of being crushed by repressive measures.
