Sir Robert declared that this was tlio vicious result of an incomplete civilisation, and furnished clear proof that two things should ho kept in mind in combating tuberculosis, namely, the germ and the environment. Both could be effected by. international measures of administration, the most important of which was the compulsory notification of ttio disease.
