The United States of Europe. By Sir Arthur Salter. George Allen and Unwin, Ltd. 303 pp. (7s 6d net.) In this volume are collected essays written by Sir Arthur Salter between 1019 and 1931. Most of them deal with the problems confronting the League of Nations, two are critical commentaries on M. Briand's plan for a European federal union, and four discuss the contribution of the United States to post-war internationalism. Very wisely, Sir Arthur Salter has not corrected or revised. The essays, he says, "represent the impact upon a single mind of the passing events and tendencies of opinion which constituted the . environment in which the league and its policy developed during its first formative years."
